19 The permanent Committee have the honour to hand you hererwith a certificate signed by Dr Lowson and Dr Penny testifying to the energy and skill with which Wardmaster Mitchell of the Royal Navy performed the duties entrusted to him in the Plague Hospital of the Colony during the recent severe Epidemic.
The Permanent Committeedesire in addition to thank Wardmaster Mitchell very sincerely and very heartily on behalf of the Hong Kong Community for his promptness in volunteering for this very disagreeable and very dangerous work, for the zeal and efficiency he brought to the perfor- mance of his duties and for the uniform steadiness and pro-
priety of his conduct.
The assistance given the Committee by the volunteers
from the Army and Navy has been most valuable and deserves
every acknowledgement.
